Executive Vice President for Practice Transformation

As the former CMO and current EVP for Practice Transformation, Dr. Kaye has led quality efforts at HRHCare including early participation in the HRSA Health Disparities Collaborative, the adoption of an electronic health record in 1999, and Joint Commission recognition since 1998. HRHCare was also one of the first Community Health Centers in the nation to achieve Level 3 Patient Centered Medical Home (PCMH) recognition from the NCQA in 2009. Under his leadership, HRHCare was a participant in some of the earliest national quality improvement efforts for community health centers. In 1991, HRHCare, then known as the Peekskill Area Community Health Center, participated in Together for Tots, a program designated to improve the immunization rates of two year olds at health centers across the country. Dr. Kaye has held many leadership positions at the state and national level, including two terms as Chair of NACHC’s Clinical Practice Committee, Chair of CHCANYS Clinical Committee for four years, and Co-Chair of the NACHC Medical Home Workgroup. He led the Taconic IPA Medical Council in an initiative to achieve PCMH Level 3 status in 13 private practices and Federally Qualified Health Centers (FQHCs) in the Hudson Valley, with over 300 physicians achieving that goal in 2009. Dr. Kaye serves as a Board Member for HealthLinkNY, the governing body for Health Information Exchange in the Hudson Valley and Southern Tier regions of New York.  He also serves as Chair of the Board of the Schuyler Center for Analysis and Advocacy, an organization devoted to shaping public policy for New Yorkers in need. Founded in 1872 by the granddaughter of Alexander Hamilton, the Schuyler Center focuses on improving child welfare, child health, and family economic security. Dr. Kaye was honored with the NACHC Samuel Rodgers Award for Clinical Leadership in 2002, and has served as the National Clinical Representative on the NACHC Board of Directors. Dr. Kaye graduated cum laude from Cornell University and received his MD from SUNY Upstate in 1976 with a pediatric residency at the University of Wisconsin Hospitals.
